The UK Government's High Streets Task Force (HSTF) operated from 2019 to 2024 under the leadership of the Institute of Place Management (Manchester Metropolitan University), working with the Royal Town Planning Institute, Design Council, PwC, ATCM and BID Foundation. It directly supported 138 high streets and delivered its Placemaking Programme in 32 places to over 800 stakeholders, with a 94% satisfaction rate.

In 2024 the UK Government introduced High Street Rental Auctions (HSRAs), giving local authorities the power to force landlords to rent out persistently vacant commercial units. The Institute of Place Management publicly stated that these powers will only work if local authorities have the capacity and local intelligence to use them. That capacity gap is exactly where COLHYBRI fits.

The UK ecosystem is also where COLHYBRI's financial infrastructure partners are concentrated: Ebury (London, IPO Q2 2026) powers cross-border payments for Fulham, Aston Villa and other Premier League clubs; Hummingbird Ventures (London) is a natural fit for pre-Series A; BID Foundation coordinates 340+ Business Improvement Districts across the country. First UK deployment targets: Manchester (near IPM HQ) and a London Business Improvement District.
